Umm - suprise - there already is a TELNET option to do "double login
avoidance". It was invented by BBN to support extensions to the
TACACS system for DARPA. The way it works is that each user name has
a unique id associated with it. The TAC (or host I guess) does a "DO
DLA <id>" and gets back a WILL or WON'T. Obviously this is full of
security holes.
