It seems that the 'right' solution for this problem is for the Domain
Name Server code to provide an exit to order the list of addresses
in any order that might be appropriate for the host in question. The
database only need know which exit subroutine to call for ordering the
list. This exit code may perform any 'sort' that is appropriate for the
exact situation of the host in question. The sorts of decisions might
include considerations of: costs, performance, 'goodness' for reaching
the requester, load, etc (anything you can imagine coding up an
algorithm to do :-).
However, as noted before on the list, caching of previous responses
may make things like load balancing problematic.
