The NTP primary time server at NCAR (184.108.40.206) has a stuck clock,
apparently due to failure of a timer module. Until it is fixed, you
may observe blatant silliness in its timestamps, which will appear
to stand still for 30 seconds or so then leap back in synch. The
NTP secondary servers all seem to have detected the lurches and have
tossed NCAR out of their tables. Meanwhile, be advised that both
the ISI (220.127.116.11) and UDel (18.104.22.168) servers are down; however,
the remaining primary servers are surviving.
Remember, time is the only truly persistent state variable.
