complaints about the connection between nets 128.165.32 and 192.12.15.
You need to start with the people in charge of the gateways on arpanet
(rochester) and milnet (lanl), and trace out the route. For each gateway,
find out if it is dropping packet, or suffering from long queueing delays.
This will be an interesting exercise in following the pointing fingers.
If you find a direct problem involving the core gateways, call the Network
Operations Center (NOC) at 800-492-4992, and be clear about describing what
sort of gateway problem you suspect. Most of the people who would answer are
more adept at handling the PSN problems in Arpanet and Milnet.
Is there an official channel to voice complaints?
I hope you will be voicing observations rather than gripes. Name (and
address) of gateways and nets will help.
