The reference you are looking for is "PDTR 9577: Protocol Identification in
the OSI Network Layer". This proposed draft technical report contains a
description of the means used to identify network layer protocols/services and
where such information is located in a protocol. The document also
provides a record of those values of protocol identifiers which have been
used by various authorities. An annex of the PDTR decribes the location
and use of protocol identifiers in X.25.

The source of the document is ISO/TC 97/SC 6/WG 2. If you can't get
your hands on it elsewhere drop a note and I'll send you a copy.
