Data Acceptance Algorithms?

Hello All,

I am trying to weigh the pros and cons of "in-order" versus
"in-window" data acceptance algorithms for use in TCP.

To do this, I need to know the "real" chances of a packet arriving
out of order.

It would seem to me that the extra overhead involved in an "in-window"
algorithm would be wasted if packets are "almost always" delivered in
order.

Has anyone out there ever attempted to measure the percentage of
out of order packets?

I would like to collect as many samples from as many different
networks as I can. Any help is appreciated.
