ether packet type 90-00

If I send a properly formatted packet of type 90-00 to DEC ethernet
controllers, DEUNA, DEQNA, DELUA, etc, the packet will be forwarded,
according to the manual, by the controller, to wherever you set in
the forwarding address field. Does anyone know for sure if in the case
of VMS, Ultrix and BSD 4.3 if it is always the case that the packet
is forwarded by the controller and not the port driver?

The reason I ask is that I seem to get different timing and response
results when I am "pinging" interfaces owned by Ultrix and VMS.

The "Loop Message Format" is described in the DELUA manual, among others.
