Thanks for the info. You might do all of us a great favor by landing the
issue on IBM's palm. That host is causing real pain on the NSFNET Backbone.
Specifically, it would be just peachy if it responded to ICMP source-quench
messages. Now, the only way we can deal with it is to further fine-tune the
selective-preemption algorithm to discriminate against those hosts of heavy
hand.
