Question on ICMP Parm Problem Messages

Folks,

In an ICMP parm problem message one is to return the Internet header and
64 bits of the orginal datagram's data.

What is suggested when the parm problem is a corrupted (eg. 0) IP header
length (IHL) field or IP total length field? RFC 792 doesn't seem to mention
what to do in this case.

In the case of 0 IP total length but good IP header length is just sending the
IP header OK? In the case of 0 IP total length and 0 IP header length is
just sending the minimum IP header length (ie. 20 bytes) OK?
