Not entirely correct. The interface protocol X.25 is not affected if
an intermediate TCO fails, since the endpoint TCOs will reestablish the VC
(if possible) via an alternative route. The hosts will see a VC reset
only if one of the two endpoint TCOs fails. Tymnet does the same thing
by a similar mechanism.
