I tested the Trailblazer, too, while at MCI. We ran into problems when the
unit was transmitting via digital PBX since the complex analog waveform
emerging from the modem was digitized by the PBX and converted back to
analog for injection into the public telephone network. This introduced
enough phase and other quantization problems to require a lot of retransmission.
Used with an async source over the MCI backbone, however, it delivered about
11 kbps pretty consistently.

Parameters for packetizing are indeed an interesting issue - the target
market was not packetized, as you can well imagine. I strongly urge you to
get in touch with Telebit to see if they could tune things better for your
application.
