Let me try to explain. The problem is not that GGP needs
tuning, its that it needs replacing. There is only a limited
amount of money in the pot for gateway algorithms and DARPA chose
to invest it in the Butterfly. The DDN has made the decision to
also transition the mailbridge gateways to the Butterfly. All
this take time, money and a lot of programming effort. nd in the
government, you have to schedule each of them years in advance.
