It's possible the congestion is a consequence not of file transfers
but of short packet interactive traffic. In the past, the C30 limits were
on the packet-per-second side and this should be more true now with
the larger memory C30E installed.

If the network is suffering from too many short packets, there is little
one can do short of installing more IMPS or faster ones (such as C300's).

I do NOT have access to any detailed NOC information so I am speculating
dangerously.
