The so-called 'MIT ICMP' thing is not a change to the spec,
merely one of way doing things of the ways allowed by the spec. There
really isn't a lot to say beyond what's in RFC917.
The 'ARP hack' is necessary for some machines since the
per-host ICMP thing doesn't work if the source host doesn't realize
that the destination is on another wire.
