There seem to be two discussions interwoven here: how a gateway should/
should not responds to a local net;work broadcast packet it receives, and
how IP-level broadcasts should be implemented.

On the second question, the answer probably is: it doesn't
matter, because IP broadcast is a bad idea in general anyway. We should
be looking at Deering's proposal in RFC966 for IP multicast.
