PCs and TACs

Perhaps because this host holds the largest collection of anonymously
FTPable "public domain" software on the Internet, we are probably
indirectly responsible for a high volume of not only those FTP
transfers, but also high volumes of down and uploads between many
hosts and users with PCs on TACs. Also, with widely available PCs, we
have found many people downloading entire mail files and composing
responses offline for later uploads and adding to the volume of such
traffic.

Most of these transfers are done using some variant of the Christensen
Protocol, commonly misnamed "xmodem" protocol, or KERMIT. Although
the KERMIT protocol allows for user-settable packet sizes, the
arguably more efficient Christensen protocol does not. It is fixed at
