I agree that for many cases, encypting at level 6 seems correct.
I note that the ISO presentation has hooks for this. However,
this is not sufficient for store and forward services (or any
spooled service) such as mail. Here, to obtain end to end
encryption, it will need to be at the application level.
Marshall Rose wrote a very good paper on the mail issues for
the Washington 85 IFIP 6.5 Symposium (published North Holland).
It also describes an implementation.
