MCI Mail uses VMS on an X.25 network. Users authenticate themselves
at the TAC (PAD) level and a network authentication server tells the
TAC (PAD) which host to connect the user to (mailboxes move around,
but users don't need to be aware of it). We use a non-standard X.3/28/29
virtual call protocol to make the connection to the target VAX and
carry the user identifying information in the initial call request
to avoid the need for double login.
