There are quite a few gateways between the ARPANET and the MILNET.
What is a good strategy for choosing a gateway between two nets when
more than one exists? It seems to me that some relevant factors are:
(1) whether a gateway is up at the moment I want to use it;
(2) how heavily a gateway is loaded; and
(3) the distance (in terms of IMP hops) from my host to a gateway.
How can my TCP/IP daemon evaluate these factors? Is there an RFC or
some other available documentation that will answer these questions?
